The Rating Constitution is the highest rule for all rating activity. Priority: public interest > client interest > institutional interest. Revenue is user-pays only. When constitution and revenue conflict, forgo revenue.

• Never accept vendor payment for ratings or early disclosure.
• Rate models; never build them or compete with rated parties.
• Correct confirmed errors publicly within 72 hours.
• Publish an annual transparency report on revenue mix.
